State of Arkansas Renews 83,000-Square-Foot Commitment to Downtown Little Rock's Mann on Main
The landmark renewal underscores the success of Moses Tucker Partners' multimillion-dollar investments in the Main Street Corridor and the State's continued commitment to downtown revitalization

LITTLE ROCK, Ark., Oct. 28, 2026 — Three State of Arkansas agencies will maintain their long-standing presence at Mann on Main following the renewal of approximately 83,000 square feet of office space, reinforcing the State's continued commitment to downtown Little Rock and the Main Street Corridor. The renewal marks another significant milestone for Moses Tucker Partners (MTP), which invested more than $25 million alongside its development partners to redevelop the historic property in 2013, establishing the foundation for a decade of revitalization along Main Street.
The announcement follows MTP's most recent investment in the corridor: the $35 million restoration of the historic Boyle Building, now the Bob R. Brooks Jr. Justice Building. Together, these landmark redevelopments represent more than $60 million in investment and reinforce MTP's long-term commitment to historic preservation, economic development and the continued transformation of downtown Little Rock.
Located at 322 Main Street, Mann on Main serves as the downtown home of the Office of Child Support Enforcement, Arkansas Crime Information Center and Arkansas State Board of Pharmacy. The agencies' renewed commitment preserves a substantial government employment presence along Main Street, supporting surrounding businesses and downtown's position as a center for commerce and public services.
"We are pleased that the State of Arkansas has chosen to continue its commitment to Mann on Main," said Chris Moses, Principal, President and Chief Executive Officer of MTP. "The State's presence was instrumental in making the building's original redevelopment possible, and its decision to remain demonstrates the value of that investment. Beyond providing a high-quality workplace for state employees, this renewal emphasizes the long-term economic vitality of Main Street. These are precisely the outcomes we envisioned when we began investing in the corridor more than a decade ago."
Originally constructed in 1912 and designed by renowned Arkansas architect George Richard Mann, Mann on Main underwent an extensive historic rehabilitation in 2013 through a partnership between MTP and the Doyle Rogers Company. The redevelopment transformed the historic property into a mixed-use destination featuring Class A office space, 19 residential apartments and ground-floor restaurants, including Samantha's Tap Room & Grill and Bruno's Little Italy.
The State's original occupancy was critical to the project's financial feasibility and made the historic tax credit redevelopment possible. More than a decade later, the agencies' continued presence illustrates the value of public-private collaboration and the role of long-term institutional tenants in supporting successful urban redevelopment.
“At several hundred employees, Child Support Enforcement is among our largest divisions,” said Jim Hudson, Secretary of the Arkansas Department of Finance and Administration (DFA). “Mann on Main is a great location as it provides employees and those we serve easy access to a wide variety of restaurants, businesses and other key services provided by state and federal government. In fact, DFA recently opened a new Revenue Office within walking distance to provide DMV services to the thousands who work downtown. We appreciate and are proud to continue our partnership with Mann on Main as downtown Little Rock’s momentum continues.”
Since Mann on Main's redevelopment, more than $250 million in public and private investment has contributed to the transformation of the Main Street Corridor. Notable projects include the Little Rock Technology Park, Main Street Creative Corridor, Bob R. Brooks Jr. Justice Building, Mulberry Flats and the Arkansas Building and Annex, alongside new residential and commercial developments. MTP's continued investment in the corridor reflects a broader development strategy centered on restoring historic assets, attracting long-term occupants and creating sustainable economic activity.
"The national office market continues to evolve, but demand for quality, well-positioned office space remains strong," said John Martin, CCIM, Principal and Vice President of Brokerage at MTP. "The State's decision to renew at Mann on Main demonstrates the competitive advantages of redeveloped properties in established urban centers. Downtown Little Rock offers the accessibility, amenities and institutional presence that continues to attract and retain significant office users."
Chris Moses and John Martin represented the property owner, Little Rock AR II SGF LLC, in the renewal.
Looking ahead, additional redevelopment opportunities, including the anticipated transformation of Main Street Mall and continued investment in the Arkansas Repertory Theatre, position the corridor for further growth. The State's ongoing presence, combined with sustained private investment, provides an important foundation for the next chapter of downtown Little Rock's revitalization.
Limited office availability remains at Mann on Main. Businesses interested in establishing or expanding their presence in downtown Little Rock are encouraged to contact Moses Tucker Partners at MosesTucker.com or (501) 376-6555.
