The redevelopment of the former historic Boyle Building reaches a major milestone, generating $6.34 million in proceeds through State Tax Credits

LITTLE ROCK, Ark., May 21, 2025 — Moses Tucker Partners proudly announces the successful completion of the Historic Tax Credit approval process and execution of the sale of State Tax Credits for the redevelopment of the iconic Boyle Building, now known as the Bob R. Brooks Jr. Justice Building. This critical milestone generated more than $6.34 million in proceeds, marking the final phase of a strategic financing approach that was essential to the feasibility of the transformative project.

Initially constructed in 1909, the Bob R. Brooks Jr. Justice Building is a storied landmark in downtown Little Rock. Through a $35 million redevelopment led by Moses Tucker Partners, the building has been preserved and repurposed as the new headquarters for the Office of the Arkansas Attorney General. The project serves as a cornerstone in the ongoing revitalization of Capitol Avenue, Main Street, and the broader urban core.

“We are thrilled to reach this final and significant step in our Historic Tax Credit strategy,” said Chris Moses, Principal, President, and Chief Executive Officer of Moses Tucker Partners. “The successful execution of the tax credit process not only affirms the integrity of our preservation efforts but also underscores the importance of the Arkansas Historic Tax Credit program in making transformational projects like this possible. We’re especially grateful to Attorney General Tim Griffin, as well as Tom Marr with Arkansas Heritage, Gabe Holmstrom, and Senator Jonathan Dismang, whose expertise and advocacy were instrumental in helping us bring this vision to life.”

The redevelopment qualified for both state and federal historic rehabilitation tax credits, which required compliance with the Secretary of the Interior’s Standards for Rehabilitation. This approval underscores the firm’s commitment to preserving the building's architectural character while delivering a modern, functional space that serves the public.

Moses Tucker Partners extends its appreciation to its public and private partners, preservation authorities, and civic leaders who supported the redevelopment of this historic structure. The Bob R. Brooks Jr. Justice Building now stands as a testament to the power of strategic public-private collaboration in shaping Arkansas’s future.
