French-American fine dining concept and European pastry shop to debut in the newly restored Bob R. Brooks Jr. Justice Building, formerly the Boyle Building

LITTLE ROCK, Ark., May 5, 2025 — Moses Tucker Partners (MTP) proudly announces that acclaimed chef, lifestyle entrepreneur, and MasterChef finalist Chef Jennifer Maune will unveil her signature restaurant and pastry shop, Restaurant Fleur, on the ground floor of the Bob R. Brooks Jr. Justice Building (formerly the historic Boyle Building) at 500 Main Street in downtown Little Rock.

The announcement comes as MTP concludes its $35 million redevelopment of the iconic 12-story structure, transforming it into a modern mixed-use destination while honoring its historic character. The reimagined building, now home to the Office of the Arkansas Attorney General, is a cornerstone of downtown Little Rock's renaissance.

“This project exemplifies how thoughtful adaptive reuse can breathe new life into our city’s historic architecture,” said Chris Moses, Principal, President, and CEO of Moses Tucker Partners. “Bringing Chef Maune’s extraordinary vision to the Bob R. Brooks Jr. Justice Building honors the building’s legacy and future. Her concept reflects the energy and growth we’re seeing in downtown Little Rock, and we are thrilled to be part of that story.”

Restaurant Fleur will feature elevated brunch and lunch offerings by day and refined French-American cuisine by night, with a commitment to sustainability and locally sourced ingredients. A graduate of Le Cordon Bleu Paris and a finalist on FOX Network’s MasterChef with Gordon Ramsay, Chef Maune’s culinary philosophy emphasizes locally sourced and seasonal ingredients, hospitality, and creating unforgettable dining experiences. The concept includes a European-style pastry shop with fresh bread, confections, and craft coffee. Event catering, private dining, and curated culinary experiences will also be available.

“I’m deeply honored to bring this dream to life in a building as storied as this one,” said Chef Jennifer Maune. “This will be a space where artistry, hospitality, and community intersect—where guests can celebrate life, business, and the everyday through incredible food. This historic setting provides the perfect backdrop for the experience we plan to create.”

Attorney General Tim Griffin, whose offices occupy the upper floors of the newly restored building, also expressed his enthusiasm: “The transformation of this iconic structure into the Bob R. Brooks Jr. Justice Building represents downtown Little Rock's bright future. Welcoming a restaurant of Chef Maune's caliber enhances our vision for this building as a centerpiece of civic life and urban renewal.”

MTP continues to lead the charge in downtown revitalization through projects that balance historic preservation with forward-thinking development. This addition to Main Street furthers the area's evolution into a premier dining and cultural district.

The restaurant is expected to open in January 2026.
